ACT appoints Ioan Kaes Director leading the IP & Competition Task Force

BRUSSELS, 19 May 2026. As of May 26, Ioan Kaes, will start as Director to the ACT and take the lead of the ACT’s Task Force II, focusing on Intellectual Property and Competition policies.

Ioan is a well-known and experienced figure in the Brussels creative and cultural public policy landscape. He spent the last five years leading AEPO-ARTIS, a non-profit making organisation that represents collective management organisations of performers’ neighbouring rights.

Before joining AEPO-ARTIS, Ioan was a sitting Member of the Flemish Media Council and the Belgian Commission for the Artists, as well as holding the position of Legal and Policy advisor at PlayRight, the Belgian performer CMO. He holds several masters degrees including a Master in Law from the Vrije Universiteit Brussel and a Master in Intellectual Property Law from KU Leuven.

Following his recruitment, Mr Grégoire Polad, ACT Director General, stated: “ACT is in a great position to kick off the upcoming review of the EU’s copyright acquis and competition framework. The appointment of Ioan to lead our IP and COMP Task Force is fantastic news as he adds a wealth of experience to an already high performing team”.
